Advertisement for Bids: City of Alma Wastewater Treatment Plant Improvements

1. RECEIPT OF BIDS
City of Alma, the Owner, will receive sealed Bids for construction of the Wastewater Treatment Plant Improvements (WWTP) at Alma City Hall until Wednesday June 10th, 2026 at 11a.m., local time. No Bids will be received after that time. Bids will be publicly opened and read aloud at that time and place.

2.SCOPE OF PROJECT
The Project consists of the following:
• New main building.
• One new mechanical screen with compactor and by pass channel.
• One vortex grit tank, one grit pumps, and one grit classifier.
• Four new influent pumps
• New influent wet well.
• Modification to biological treatment process: New diffusers, mixing equipment, and instrumentation in three tanks, required yard piping for process, all associated electrical.
• Two new secondary clarifier structures and mechanisms.
• Three new tertiary filters
• Piping and electrical.
• Polishing pond decommissioned.
• Standby generator.
• New plant wide SCADA.
• New remote lift station SCADA.
• Temporary bypass pumping.
The project includes alternates presented in the alternate specification.

3. FINANCING
The Project will be financed with funds provided by EGLE CWSRF and the Contract Documents reflect requirements by that agency. The project will follow Build American, Buy America (BABA) requirements.

4. ISSUING OFFICE
Bidding Documents are being issued from Fishbeck’s Grand Rapids office. Bidders should direct questions and correspondence to that office.

5. EXAMINATION OF DOCUMENTS
Bidding Documents may be examined at the following locations after Thursday, May 7, 2026, 2 p.m., local time. Fishbeck, 5913 Executive Drive, Suite 100, Lansing, Michigan 48911

Bidding Documents and a list of entities to whom the Bidding Documents have been issued will be available forexamination online at www.fishbeck.com. Click on “Bid Sets/Bidders Lists.” Examination of the Bidding Documents and the Plan Holders is available at no charge.

6. OBTAIN BIDDING DOCUMENTS
Bidding Documents may be obtained (ordered) online, go to www.fishbeck.com, click on “Bid Sets/Bidders Lists.” PDF files that are viewable online are low resolution quality (i.e., not suitable for printing). Electronic downloads and printed sets are high resolution. Costs for electronic downloads and printed sets of Bidding Documents are established by the reproduction service provider, including shipping (if applicable). Individuals/companies that electronically download full sets or purchase printed sets are automatically added to the list of plan holders. Obtaining Bidding Documents from
any source not identified herein may result in failure to receive addenda, corrections, or other revisions that may be issued.

7. BID SECURITY
Bid security in the amount, form and subject to the conditions provided in the Instructions to Bidders must be submitted with each Bid.

8. WITHDRAWAL OF BIDS
Bids may not be withdrawn for a period of 90 days after the actual date of opening thereof. This time period may be extended by mutual agreement of the Owner and any Bidder or Bidders.

9. RIGHT TO REJECT BIDS
The Owner reserves the right to waive any irregularities and to reject any and all Bids.

10. PREBID CONFERENCE
A prebid conference was held on Monday, May 18, 2026, 1 p.m., local time at the WWTP. Prospective Bidders are encouraged to attend and participate in the conference, but attendance is not mandatory.
